Service Birmingham runs ActiveControl to manage agile multi-track SAP developmentBirmingham City Council is the largest local authority in Europe. Its vision for a world class Information Communications and Technology (ICT) service supports its broader agenda to improve the services it delivers to the citizens of Birmingham. Service Birmingham is a partnership between Birmingham City Council and Capita. It was established in 2006 to support the council in transforming the way it works.
The Challenges
Service Birmingham and their SAP Implementation Partner (HCL Axon) were reaching program maturity levels in the project where more innovation and automation was needed to reduce delivery cost as part of their public charter and economic realities.
The challenge for Service Birmingham was to ensure it could support a complex multi-track SAP landscape and provide ITIL compliant SAP Change Management and governance. Under a competitive selection process, ActiveControl was chosen for meeting the project’s needs.

To streamline the delivery of appropriate business-driven change, a detailed analysis of the existing change process was undertaken to refine and identify the necessary participants, stakeholders and flow of events.
As an example, the Test Manager obtained greater ownership and accountability of the changes. Working on large test cycles, the testing team needed a tool that could effectively manage the flow of change between the development, the test and the SAP production environments. The different functional groups obtained better change control and visibility with better productivity alignment between onshore and offshore teams.
What was achieved
More efficient flow and accountability of SAP change allowed Service Birmingham to reduce overall cost and positively impact team productivity. The capabilities inherent in ActiveControl provide enhanced clarity across the IT department for the stakeholders through increased SAP change awareness, business participation and communication flow across various functional groups.
